Road and civil works are linear projects: the equipment moves along the alignment in sequence, and a gap anywhere in that sequence stops everything behind it. Grading, compaction and haulage have to be matched to each other, not chosen separately.
Programmes on this work are usually fixed, which makes availability as important as specification. Longer hires are common, and machines are frequently taken with an operator.
